Carers requirements of the care act implementation

I have been asked to do a benchmarking exercise of carers services. In particular how local authorities have responded to carers requirements within the Care Act.

I was wondering if you could point me in the direction of people who you think it would be good to speak to.
Also it would be great if you could help me to identify some innovative, creative, cost effective service models, approaches and or good practice.
